This article compares and analyzes Japan's official development assistance to four Mekong region countries from 2000 to 2019. The article surveys aid amount by modality to each recipient, then analyzes aid allocations by development sector and region within each country.The article finds that loan aid focuses on economic infrastructure to population centers, grant aid focuses somewhat more broadly on economic and social infrastructure mostly in urban centers, and NGO aid is most broadly distributed by sector and region in each country.

Despite its image as a country of religious non-believers Japan has a vital organized religious sector. Yet scholarship on socially engaged religion in Japan and research on the nonprofit sector in that country tend to be mutually disregarding even though connections and contacts between the two exist. This research note attempts to fill the gap between the scholarship on socially engaged religion and that on the nonprofit sector. It first outlines the ways in which legal categories of civil society organization in Japan hinder identification of religious organizations with the rest of the nonprofit sector. Second, it places organized religion within Japan’s broad nonprofit sector. Finally, the research note examines the connections between religious and civil society organizations in other nonprofit sectors. In particular, it considers motivations for registered religious corporations to establish ‘faith-based organizations’ legally separate from the parent body.

Since the end of the Cold War there have been calls for the Japanese government to articulate a clearer "aid strategy" or promote "strategic aid." This research investigates Japanese government understandings of the terms strategy and strategic as applied to foreign by undertaking a content analysis of key aid documents. The research finds that the terms have been used more frequently over time and have taken on more clearly geostrategic connotations since 2000. The terms remain flexible and ambiguous, however, making clear definitions elusive.

This research applies the new concept of private development assistance to overseas private nonprofit activities by nongovernmental organizations and corporations in Japan. The article reviews the concept of private development assistance, then focuses on three kinds of private organization: registered nonprofit organizations, public interest corporations, and corporate social responsibility activity by corporations. The article then focuses on these organizations' activities in Cambodia, Laos, and Myanmar. Conclusions and limitations of the study are discussed.

Since 1992 the government of Japan has formulated three Official Development Assistance Charters (1992, 2003, and 2015) that lay out basic principles and goals for foreign aid policy. All were enacted under governments controlled by the Liberal Democratic Party. In addition, in 2010 the Democratic Party of Japan, then the ruling party, formulated a revised charter which was subsequently not put into effect. While individual charters have been analyzed by scholars the four have not been compared as a group. This research note reports the results of comparative content analysis of the four charters. The main themes and policies of the four were compared, then a keyword and key phrase comparison was conducted to identify changes and continuity in basic foreign aid policy.

The article analyzes the contribution of Japan's ODA and NGOs to the achievement of the Millennium Development Goals and examines whether NGOs play a complementary role with ODA in those efforts. It compares countries and sectors in which ODA and NGOs are active and assesses whether ODA-subsidied NGO projects are aligned with the MDGs. The article concludes that NGOs partially complement ODA and suggests areas in which cooperation might be enhanced.

本稿では2004年発生したスマトラ沖地震と津波を事例として取り上げ，メディア報道におけるNGOの情報提供者としての役割を分析した．そのために，日本，アメリカ，韓国，シンガポールの4カ国で刊行されている代表的な日刊紙の記事を分析し，NGOによる情報提供の量と内容の比較分析を行った．その結果，国別，新聞別NGOによる情報は，援助活動と現地状況に関する情報が圧倒的に多く，他組織に関するコメントは少数にとどまるという共通の傾向が見られた．一方，NGOの所属と種類には，いくつかの国際NGOを除けば，新聞間でほとんど共通点が見られなかった．NGOによって提供される情報は，津波関連記事の中でより正確な現地状況を把握するための情報を提供するという一定の役割を果たしている．しかし，それはNGOによる情報の中でも少数に過ぎず，これまでの研究が指摘するように，津波関連記事に掲載された情報の多くは政府機関や国際機関に大きく依存していたことを確認した．

This article is preliminary investigation of how scholars have explained the origins of foreign aid as a public policy in the 1940s. Most studies of development assistance, that is postwar foreign aid, attribute the origin of this policy to the Marshall Plan or President Truman's 1949 "Point Four" inauguration speech. Some scholars, however, argue that postwar development assistance has antecedents and origins in prewar international relations practices. This article reviews such arguments in books by David Lumsdaine and Louis Picard and Terry Buss.

This article compares the evolution and characteristics of Chinese and Japanese aid, assessing the impact of their aid policies in sub-Saharan Africa from the 1950s to the present. It argues that these aid programs share more similarities than dissimilarities. Both pursue aid strategies that spread allocations across a region rather than concentrating up specific countries. The article seeks to clarify the following questions. In what ways are Chinese and Japanese aid strategies different from each other and Western donors? Should their aid be seen as a form of South-South co-operation that provides an alternative to Western hegemony in Africa? Or is aid from these donors simply another strategy to control African resources and state elites in the guise of a partnership of equals?

The chapter surveys NPOs engaged in service provision for the elderly in Japan's 47 prefectures. It examines opinion polls and government policy pronouncements to identify public expectations about NPO roles in coping with an ageing population, then surveys NPOs engaged in service provision for the elderly nationwide. The chapter attempts to measure the degree of NPO involvement in elderly care provision and examines the kinds of activities that NPOs themselves define as elderly care. The chapter concludes by assessing the degree to which NPO activities reflect public expectations about their roles.

Potter seminar cleaned the Washigahama Beach in Ise City, Mie Prefecture and conducted a survey of manmade marine debris as part of the International Coastal Cleanup campaign. The results of the survey are part of the Japan Environmental Action Network survey of manmade marine debris in Japan and are available online at the organization's website.
