概要(Abstract)
This book offers a critical analysis of stakeholder participation and its impact on local development with focus on the logging process. The investigation on the reasons the riparian communities do not benefit from the logging through the participatory ap-proach as promoted by the DRC Forest Code is the focus of this study. Many scholars explored the usefulness and limita-tion of participation, but little has been said about the domi-nance and power relations concerning the concept. Therefore, this volume investigates on ways and reasons that stakehold-ers used, and it seeks to determine whether participation could be a solution for Mongala province in the context of logging process. Using data from original empirical fieldwork, the book focuses on the case studies of three logging companies established in Lisala Territory from 2011 to 2016. |

The recent internal economic, social and political context in the DRC has pushed millions of Congolese to migration. Various conflicts that have affected this country in Central Africa since the 1990s caused internal and external displacement. In reaction to the various problems in its homeland, the Congolese Diaspora has held symbolic demonstrations in several countries to underline its support for the victims of eastern Congo war, its opposition to unpredictable post electoral crisis without democratic standard and at the same time to raise the awareness of the populations of their host countries to this reality (Fabrice Ntompa, 2013). 概要(Abstract)
The Democratic Republic of Congo (DRC) has the second-largest area of rainforest in the world as natural resources. Decades of poor governance and continuous conflicts favoured the illegal logging exploitation in detriment of the country benefit. The 2001 reform resulted to the 2002 forest code to improve the forest management. However, the forest code implementation has shown its limits and weaknesses. Therefore, this chapter explores international regulations and policies supposed to contribute to the legal logging exploitation but seem to support the illegal logging exploitation in generating local conflicts in DRC. Besides, the identification of key challenges is also important to think about mechanisms that can fill the gap between the multilateral policy initiatives and practices in the local contexts. The chapter argues that international policies, in a way, favour the illegal logging even though through the multilateral cooperation, they suggest laws and policies to improve the forest governance in the DRC. Unless, those factors and challenges are identified, the gap between international policies and practices in the local context cannot be filled. |

A robust and organized civil society is vital in preventing violence. Congolese civil society organizations (CSOs) have supported citizens' interests since the time of the Second Republic from1965 to 1997. 概要(Abstract)
The year 2021 marked the 75th anniversary of the founding of Nanzan University. This institution’s motto is hominis dignitati, which is Latin ‘for “human dignity”’. This chapter attempts to discuss “dignity” as a human quality related to development. Although development has a noble aim to promote dignity, some disreputable behaviors and practices hamper human dignity. Therefore, the objective of the study is to investigate and identify those behaviors and practices and to formulate policy strategies to prevent them from hindering human dignity and allowing people to live in a dignified manner. The study’s significance lies in helping the reader grasp the meaning of dignity as related to development in order to improve its practice and increase the impact on human well-being. This research is an empirical qualitative approach that uses secondary data from published books, journals, workshops, and internet sources. The frame of analysis is considered from the principle of “do no harm”, inclusive framing, and strategy development as well as the human rights framework. The chapter argues that the promotion of human rights and development has a noble aim for human dignity but that there are disreputable practices that prevent the human beings from living with their full human dignity. |

The Democratic Republic of Congo (DRC) is a country with the second largest tropical rain forest. The country faced exploitative and unregulated natural resources including logging exacerbated by conflict (1996-2002). Then, a new forest code was passed in August 2002 to regulate the forest issues. It specifies the land and resource rights of local communities and stipulates the obligations of the logger to provide social services for sustainable development. However, the local communities merely benefit from the logging. This paper explores the reasons that prevent the local communities to benefit from the logging in Mongala province in DRC. The following questions help to achieve the set objective: ‘to what extent is the law applied and respected in the logging process? What are the challenges that prevent the local communities from being beneficiaries of the logging process? Why are the local communities who are the stakeholders becoming victims instead of being beneficiaries of the logging process?’ This study is based on data gathered by the author through interview with involved actors in Mongala province DRC, from April to September 2014 in addition to secondary data, including books, journals, reports and internet sources. This study presents identified challenges that explain local communities’ prevention from benefiting from the logging. Then, it shows that these challenges constitute the obstacles for the new forest code to work for the local communities’ development. Unless mechanisms are put in place and respected, the local communities will continue to be victims instead of beneficiaries of logging. |

概要(Abstract) The recurrent conflict and unrest are happening in Kivu provinces in the eastern part of The Democratic Republic of Congo (DRC). Despite the presence of the Congolese army, UN mission MONUSCO and a stand-alone Force Intervention Brigade (FIB), the population is still experiencing killings and displacements from these areas. UN peacekeeping operations focus on the security sector used the UN SSR policies to reorganize different security institutions to provide stability in the country especially in Kivu provinces. However, these SSR policies seem to fail in bringing peace in eastern Congo. For this reason, the study attempts to explore problems and challenges encountered in SSR policies implementation that impede the resume of durable peace. This qualitative research uses secondary data collected from books, journals, newspapers and internet sources. Few important elements of UN SSR in peacekeeping are used as a framework to analyse the data. Unless SSR challenges are well identified and led to an adequate implementation, there could not be hope of durable peace in the Kivu provinces in the eastern of the Democratic republic of Congo. |

概要(Abstract) Basankusu is one of the seven territories in the current province of Equateur, whose capital is Mbandaka in DR Congo. The entire territory is made up of a dense tropical rain forest which is the main natural resource for its inhabitants. However, the local communities do not benefit from these natural resources. For this reason, the NGO CDRNB Basankusu has been created to help the communities to get involved in the natural resource management through the acquisition of the community forestry. Therefore, this study objectives investigate on the identification of major factors that led to the creation and involvement of the NGO in the management. It also explores its determination and motivation to acquire a community forestry, the role it can play dans le context of Basankusu natural resource as well as the reasons that unable the community forestry acquisition. This study is based on data gathered in Basankusu territory in Equateur province in DR Congo from August 2019. In addition, the secondary data are from books, journals, reports, internet sources and official government as well as diocese documents. The feasibility analysis of the forest project is a framework chosen and used as a lens through which the findings are analyzed in the discussion. This study recognizes the NGO determination to assist the local communities for their development, but it encounters various challenges. Unless those factors are identified and taken into consideration, the forestry community cannot be achieved and be effective. |

It was around 2000 and 2001 that Congolese activists called 'combatants' or ‘fighters’ appeared in western capitals. They consider themselves as Congolese resistant patriots of the DRC. 研究内容(Research Content) This research focuses on the identification of the reasons that contributed to the electoral process failure and to determine whether the elections are a support or an obstacle to democratic values in the case of the DRC. The study aims to: a) Identify the specific challenges faced by different actors in their participation in electoral processes; b) explore the role played by CENI (independent national electoral commission) at different stages of the electoral cycle in order to determine whether it has been an support or obstacle to democracy in DRC; c) Identify gaps and areas for improvement regarding the current situation and practices on electoral process altogether; d) Formulate recommendations towards addressing these challenges, and suggest strategies that CENI (independent national electoral commission) and other involved actors can adopt in order to enhance a free, fair and transparent participation in electoral processes. |

研究内容(Research Content) Land is a limited resource which has intense competition due to fast urbanization, growing populations, economic necessities. The Democratic Republic of the Congo (DRC) is endowed with about 135 million hectares of agricultural land, which represents about 34% of the national territory where 10% only is developed. Bongandanga is the third largest territory of the province of Mongala, with an area of 33,912 km2 and a population of 1,114,350 inhabitants. DRC design of a comprehensive and integrative LA has not yet been completed and leaves loopholes that allow corruption and impedes LA function. The specific objectives of the study are to identify the specific problems faced by local government at the territorial level with regard to land administration. The research uses an empirical research approach using case study with qualitative data in Bongandanga territory from 26 July to 29 August 2021. The related literature review on the study is collected using secondary data from published books, journals, and workshop and DRC government documents. This study argues that the land administration has various barriers that hinder its function. Unless, these barriers are identified, there will be no way to bring mechanisms or measures that can help to improve the land administration function for an effective and an efficient service delivery at the local level. |
